Sure, if you get to ten mana is one of the best cards to play...but that's a big nasty "if." Also note that this can be answered by normally played lands and mana rocks that don't require you to discard like Reliquary Tower, Thought Vessel and Decanter of Endless Water
But Kindred Summons, Genesis Wave, or the above mentioned Torment of Hailfire and Exsanguinate are much better ones
