I have tried all of these, except the newer Ultra Pro sleeves, and think it is all really down to price point and personal preference and possibly whether you want quality or quantity
The way that I read it, as specified by the FAQ, Lvl 0 cards cost 0 XP, but because the cost of adding a new card to your deck must be at least 1, the cost is brought up to 1
